Данная проблема служит немаловажным фактором и условием образования непредсказуемых, неконтролируемых процессов формирования и развития экологической опасности, угроз и рисков, способствует предпосылкам возникновения чрезвычайных ситуаций природного и техногенного характера. Цель исследования заключается в системной оценке и выработке путей решения проблем предупреждения неблагоприятных техносферных ситуаций на территориях муниципальных образований в условиях всевозрастающего техногенного воздействия отходов производства и потребления. Акцент в работе делается на поиск методов, организационно-технических систем предупреждения возникновения чрезвычайных ситуаций техногенного характера, сопутствующих им социально-экономических, экологических и иных неблагоприятных последствий для жизнедеятельности населения. Проводится системный анализ количественных и качественных показателей, параметров, факторов, условий, влияющих и воздействующих на события, процессы образования источников экологической опасности в виде завершившей свой срок эксплуатации, использованной, бывшей в употреблении строительной и иной продукции, образовавшейся в процессе жизнедеятельности людей, жизнеобеспечения населенных пунктов. По результатам проведенных совместных исследований настоящей работы авторами сделана попытка сформировать идеализированную концептуальную модель ресурсосберегающей системы экологически безопасного обращения с отходами производства и потребления жизнеобеспечения техносферных территорий.</p></abstract><trans-abstract xml:lang="en"><p>The relevance of the study consists in the problem of incompletely regulated legal relations in the field of emergency forecasting. This problem represents an important factor and condition for the unpredictable and uncontrolled generation and development of environmental hazards, threats and risks, as well as contributes to the preconditions for the occurrence of natural and technogenic emergencies. The study aims to systematically assess and develop ways to solve the problems of preventing unfavorable technospheric situations in municipal territories in the context of an ever-increasing technogenic impact of production and consumption wastes. The study emphasises the search for methods, organisational-technical measures and best available technologies for preventing natural and technogenic emergencies, as well as their socio-economic, natural-resource, environmental and other adverse consequences. A system analysis of quantitative and qualitative indicators, parameters, factors and conditions, affecting events and formation processes of environmental hazard sources, represented by end-of-life, spent, utilised construction and other products, formed in the process of human activity and life support of settlements, is carried out.
