Peer Review Process

All manuscripts submitted to the Editorial Board of Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost pass mandatory double ("blind") reviewing (reviewers do not know the authors of the manuscript, the authors of the manuscript do not know the reviewers).

  1. The scientific quality of submitted manuscripts is assessed by invited reviewers, who are leading experts in the corresponding fields of mechanical engineering, power engineering and metallurgy, both from Russia and other countries, as well as by the Editorial Board members. The reviewers for each manuscript are selected by the Editor-in-Chief or the Deputy Editor-in-Chief of Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost based on the preliminary evaluation of the submitted manuscript. The approximate review period is 2–4 weeks. However, this period can be extended at the request of the reviewer.
  2. A reviewer cannot be the author or co-author of the work under review. Manuscripts may not be reviewed by employees of the same institution where the author works or studies in postgraduate or doctoral programs.
  3. Unpublished data contained in the manuscript under review may not be used by the reviewer for his or her personal purposes. Information or ideas obtained in the course of reviewing and related to possible benefits is kept confidential and not used for personal gain.
  4. Reviewers should not participate in the review of manuscripts if there are conflicts of interest due to competitive, collaborative and other interactions and relationships with any of the Authors, companies or other organizations related to the submitted work.
  5. Manuscripts submitted by the Editorial Board members of Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost are evaluated in the general order.
  6. Based on the conducted evaluation, the reviewer decides:
  • to recommend the manuscript for publication without revision;
  • to recommend the manuscript for publication after editorial corrections;
  • to recommend the manuscript for publication after the authors’ minor revision without additional review;
  • to recommend the manuscript for publication after the authors’ major revision and subsequent additional review;
  • to forward for additional review by another specialist;
  • to reject the manuscript for publication.
  1. The primary reasons for the rejection of manuscripts include their inconsistency with the Journal’s thematic scope, a significant share of inappropriate borrowings, lack of scientific novelty, low scientific level and/or the absence of scientific significance.
  2. The reviewers’ recommendations are forwarded to the authors with a request to introduce the necessary revisions or to refute the suggested changes reasonably (partially or completely). The authors are requested to introduce the necessary revisions during the period of two months from the receipt of the Journal’s notification. After major revisions, the manuscript is forwarded for additional review.
  3. The authors should notify the Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost in cases where they decide to withdraw their manuscript from consideration. The revised manuscripts submitted after the specified period of two months, are withdrawn from the publication process. In such cases, the authors are forwarded a respective official notification.
  4. When the reviewers have contradictory opinions about the manuscript under review, the Editorial Board forwards the manuscript to additional review by one more specialist. The final decision is taken by the Editor-in-Chief.
  5. The decision to reject a manuscript is made the Editorial Board following the reviewers’ recommendations. Such a manuscript cannot be re-submitted for consideration. The authors are notified about the decision by e-mail.
  6. Upon the decision to accept the manuscript for publication, the authors are notified of the scheduled period of publication.
  7. Positive reviews do not guarantee the acceptance, since the final decision on the publication lies exclusively with the Editor-in-chief.
  8. All reviewers should have publications on a similar topic in the last three years.
  9. Reviews are stored in the Journal’s Editorial Office for five.
  10. Reviews can be sent to the Ministry of Education and Science of the Russian Federation on request.

 

Open Access Policy

The journal provides open access to the articles. Any user can read, download, copy, distribute and print the articles' full versions without any financial, legal or technical barriers, in strict compliance with the copyright rules and with a reference to the journal.

The journal allows the author(s) to hold the copyright and retain publishing rights without restrictions. When using the materials the link to the organization is required.

Publishing Ethics

  1. Introduction

1.1. Publication of articles in peer-reviewed journals is an easy way of scientific communication, which contributes to the dissemination of scientific knowledge. Thus, it is important to establish standards for ethical behavior of all parties involved in the publication: Authors, Editors, Reviewers, Publishers and Scientific Society for the journal “Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost”.

1.2. The publisher supports scientific communication, invests in this process and bears responsibility for the adherence to all recommendations to the publications.

1.3. The publisher supervises manuscripts. Our journal programs are impartial "reports" of research; therefore, we are responsible for proper presentation of these "reports", especially in terms of the ethical aspects of publications.

  1. Ethical principles for the editor

2.1. Publication decision

The editor is personally and independently responsible for publication decisions that are often made in cooperation with the Scientific society. The credibility of the article and its scientific significance should be the basis of the decision. The editor may be guided by the policy of the Editorial Board of the journal, being limited by the current legal requirements to libel, copyright, legality and plagiarism.

The Editor may consult with other Editors and Reviewers (or officials of the Scientific Society) when making publication decisions.

2.2. Decency

The editor must evaluate the intellectual content of manuscripts regardless of race, gender, sexual orientation, religious beliefs, origin, citizenship or political preferences of the Authors.

2.3. Confidentiality

The editor and the editorial board may not disclose information about the manuscript to other persons except for Authors, Reviewers, possible Reviewers, other scientific consultants and the Publisher, without necessity.

2.4. Disclosure policy and conflict of interests

2.4.1. Unpublished data obtained from the submitted manuscripts may not be used in personal research without the written consent of the Author. Information or ideas obtained during the review and associated with potential benefits must be kept confidential and not used for personal gain.

2.5. Supervision of publications

The editor who has provided convincing evidence that statements or conclusions presented in the manuscript are erroneous should inform the Publisher (and / or the relevant Scientific Society) about it in order to promptly notify the Author about required changes, retract the article, raise concerns and make other relevant statements. ...

2.6. Engagement and collaboration in research

The Editor in conjunction with the Publisher (or the Scientific Society) take appropriate action in case of ethical claims to manuscripts or articles. Such measures include the interaction with authors and relevant organizations and research centers.

3.1. Influence on decisions of the Editorial Board

Peer review helps the Editor to make a publication decision and, through appropriate interaction with the Authors, to improve quality of the manuscript. Peer review is a key link in formal scientific communication at the very heart of the scientific approach. All scholars who wish to contribute to the publication should be involved in the reviewing process.

3.2. Performance

If Reviewers feel insufficiently qualified to review the manuscript or do not have enough time to review the manuscript in time, they should notify the Editor and ask him/her to exclude them from the review process.

3.3. Confidentiality

Any manuscript should be treated as a confidential document. It may not be discussed with anyone not authorized by the Editor.

3.4. Manuscript requirements and objectivity

Reviewers should provide an unbiased and objective assessment of the manuscript. Personal criticism of the author is unacceptable. Reviewers should state their opinion clearly and comprehensively.

3.5. Recognition of primary sources

Reviewers are requested to check the accuracy of references to cited works and their relevance to the subject of the paper under review. Reviewers should notify the Editor if they discover any coincidence of the manuscript with other publications.

3.6. Disclosure policy and conflict of interests

3.6.1. Reviewers may not use information in the manuscript for their own purposes without the written consent of the Author.

3.6.2. Reviewers must declare any potential conflicts of interest arising from competitive, collaborative and other relations with one of the authors or their institutions.

4.1. Requirements to manuscripts

4.1.1. Authors should present accurate results of their research. The manuscript must contain details and bibliographic references. Knowingly submitting false or fraudulent results is considered to be a case of malpractice.

4.1.2. Reviews and scientific articles must be accurate and objective.

4.2. Data access and storage

Authors should provide initial research data upon the request of the Journal, which is in accordance with the ALPSP-STM Statement on Data and Databases. This information may be requested even after the paper has been published.

4.3. Originality and plagiarism

4.3.1. Authors should warrant that their manuscript is their own original work. When citing works by other authors, authors should provide references to the original sources.

4.3.2. Plagiarism can have various forms: submission of someone else's work, copying or paraphrasing of significant parts of someone else's work (without attribution), claiming of one's own rights to the results of other people's research. Plagiarism is unethical and unacceptable.

4.4. Plurality, redundancy and simultaneity of publications.

4.4.1. Authors must not submit the same manuscript to more than one journal, which is considered to be unethical publishing behavior and is, therefore, unacceptable.

4.4.2. In general, Authors should not submit the previously published article to another journal.

4.5. Recognition of primary sources

Contributions of other researchers should be recognized. Authors should cite publications that are relevant to their research. Data obtained privately, for example, through conversations, correspondence or discussions with the third parties, may not be used or presented without the written consent of the original source. Information obtained from confidential sources (e.g., when reviewing manuscripts or grant applications) may not be used without the written permission of the Authors.

4.6. Authorship

4.6.1. Authors are individuals who have made a significant contribution to the concept of the work, development, execution or interpretation of the research results. All those who have made significant contributions should be designated as Contributors. When research participants have made a significant contribution to a particular direction of the research project, they should be listed as persons who have made a significant contribution to this research.

4.6.2. Authors must make sure that all participants who have made a significant contribution to the research are listed as Co-Authors. Authors may not list those who have not participated in the research as Co-Authors. All Co-Authors should approve the final version of the manuscript and agree to submit it for publication.

4.7. Risks. People and animals as objects of research

4.7.1. If the research involves the use of chemical products, procedures, or equipment that may cause any unusual risk, Authors must clearly indicate this in the manuscript.

4.7.2. If the research involves the participation of animals or people as objects of research, Authors should indicate all research stages in accordance with the laws and regulations of research organizations. The manuscript should clearly indicate that informed consent has been obtained from all subjects of research. Authors should ensure that privacy rights are respected.

4.8. Disclosure policy and conflict of interests

4.8.1. Authors must disclose any potential conflict of interest - be it financial or professional - that might be construed to influence the results or interpretation of their manuscript. Authors should identify all sources of financial support received for conducting their research, particularly if these sources may either affect the research results, their interpretation or the reviewers' opinion, or provoke conflicts of interest.

4.8.2. Examples of potential conflicts of interest that must be disclosed are employment, consulting, shareholding, royalties, expert opinions, patent applications or patent registrations, grants, and other financial support. Potential conflicts of interest should be disclosed as early as possible

4.9. Errors and inaccuracies

In case of errors or inaccuracies, Authors must inform the Editor and promptly withdraw the manuscript or correct the errors. If the Editor or Publisher receives information about errors from the third party, Authors must correct errors as soon as possible.

  1. Ethical principles of the publisher

5.1. The publisher must follow the principles and procedures that facilitate the performance of ethical responsibilities by Editors, Reviewers and Authors in accordance with these requirements. Advertising revenue should not influence the Editors' decisions.

5.2. The publisher should support the Editors in examining complaints about the ethical aspects of published materials and help to interact with other journals and / or Publishers, if this facilitates the performance of Editors' duties.

5.3. The publisher should promote good research practice and implement industry standards to improve ethical guidelines, retraction and error correction procedures.

  1. Retraction guidelines

This section has been developed in accordance with the ANRI Article Retraction Rules and COPE Retraction Guidelines.

6.1. The retraction reasons are as follows:

  • detection of falsifications or fabrications (for example, manipulation of experimental data);
  • identification of serious errors (e.g., incorrect interpretation of results), which casts doubt on the scientific value of the article;
  • plagiarism;
  • the findings have previously been published elsewhere before the date of its publication in the journal;
  • incorrect list of authors;
  • hidden conflict of interest;
  • re-publication of the article without author’s consent;
  • other violations of the ethical principles of scientific journals.

6.2. Retraction procedure

6.2.1. The retraction decision is made by the editorial board upon recommendation of the editor-in-chief. A copy of the minutes of the meeting of the editorial board containing the reasons for retraction (in case of plagiarism, sources of borrowing) and the date of retraction is sent to the Authors. The authors may disagree with the position of the editors, but this does not negate the editors' right to conduct the procedure.

6.2.2. The decision on retraction initiated by the editorial board is made taking into account the answer of the author, substantiating his/her position. If the author ignores the request of the editorial board, the editorial board has the right to ask for help from the ANRI and / or to retract the publication without taking into account the author’s opinion.

6.2.3. If the authors find it necessary to retract the article, they contact the editorial office and explain the reason for their decision. The editorial office retracts the article.

6.2.4. The article and its description remain on the journal’s website as part of the issue of the journal, while the text is marked with "RETRACTED" on date of retraction, the same mark is put in the table of contents.

6.2.5. Information about retracted articles is sent to the ANRI Scientific Publications Ethics Council and the scientific information base (SIB, CyberLeninka) to be entered into a unified database of retracted articles. Retracted articles and links to these articles are excluded from the RSCI and not used for calculating scientific indicators.

Disclosure and Conflict of Interest

Unpublished materials disclosed in a submitted manuscript must not be used in reviewer’s own research without the written consent of the author. Information or ideas obtained through the peer review must be kept confidential and not used for personal advantage.

Reviewers should not consider manuscripts in case of conflicts of interest resulting from competitive, collaborative, or other relationships with any of the authors, companies, or institutions connected to the article.

 

Plagiarism detection

The Journal uses the plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.

 

Preprint and postprint Policy

Prior to acceptance and publication in "Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost", authors may make their submissions available as preprints on personal or public websites.

As part of submission process, authors are required to confirm that the submission has not been previously published, nor has been submitted. After a manuscript has been published in "Izvestiya vuzov. Investitsii. Stroitelstvo. Nedvizhimost" we suggest that the link to the article on journal's website is used when the article is shared on personal or public websites.

Glossary (by SHERPA)

Preprint - In the context of Open Access, a preprint is a draft of an academic article or other publication before it has been submitted for peer-review or other quality assurance procedure as part of the publication process. Preprints cover initial and successive drafts of articles, working papers or draft conference papers.

Postprint - The final version of an academic article or other publication - after it has been peer-reviewed and revised into its final form by the author. As a general term this covers both the author's final version and the version as published, with formatting and copy-editing changes in place.

 

Revenue Sources

The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints, article processment charges.
